{"id":78318,"date":"2016-05-15T02:15:14","date_gmt":"2016-05-15T02:15:14","guid":{"rendered":"http:\/\/www.sierraexpressmedia.com\/?p=78318"},"modified":"2016-05-15T02:15:14","modified_gmt":"2016-05-15T02:15:14","slug":"sierra-leone-among-top-5-in-west-africa-in-the-world-bank-2016-doing-business-report","status":"publish","type":"post","link":"https:\/\/sierraexpressmedia.net\/?p=78318","title":{"rendered":"Sierra Leone among top 5 in West Africa in the World Bank 2016 Doing Business Report"},"content":{"rendered":"<p style=\"text-align: justify;\">Freetown \u2013 May 10<sup>th<\/sup>, 2016.\u00a0Ahead of Nigeria, Senegal, Guinea and Liberia; the 2016 World Bank Doing Business report has ranked Sierra Leone 4<sup>th<\/sup>\u00a0in West Africa.\u00a0The 2016 report is the \u201c<em>13th in a series of annual reports measuring the regulations that enhance business activity and those that constrain it<\/em>\u201d, the World Bank says.\u00a0The World Bank further states that its \u2018<em>Doing Business\u2019\u00a0<\/em>report\u00a0<em>\u201cmeasures regulations affecting 11 areas of the life of a business. Ten of these areas are included in this year\u2019s ranking: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency\u201d<\/em>.<\/p>\n<p style=\"text-align: justify;\"><strong>Analysis relative to West Africa\u2019s top three and Sierra Leone\u2019s two neighbours<\/strong><\/p>\n<p style=\"text-align: justify;\">This year\u2019s report shows that even though Ghana, Lesotho and Cote\u00a0d&#8217;Ivoire rank as the top three in West Africa, Sierra Leone performs better than All three in the \u2018<strong>Starting a Business\u2019<\/strong>\u00a0category.\u00a0<strong>This means that it is easier to start a business in Sierra Leone (with a global rank of 88 in that category) than in all countries in West Africa except Liberia and Senegal both of which rank of 37 and 85 respectively.<\/strong><\/p>\n<p style=\"text-align: justify;\">In \u2018<strong>Dealing With Construction Permits\u2019<\/strong>\u00a0Sierra Leone, with a global rank of 142, is also by far better than Lesotho (172), Liberia (174), Guinea (166) and Senegal 148.<\/p>\n<p style=\"text-align: justify;\">In \u2018<strong>Protecting Minority Investors\u2019<\/strong>; Sierra Leone is also the 3<sup>rd<\/sup>\u00a0best, ranking 88 behind Lesotho and Liberia. And while the report shows that in \u2018<strong>Enforcing Contracts<\/strong>, Sierra Leone outperformed Ghana by11points, Cote D\u2019Ivoire by 15 points, Guinea by 126 points, Liberia by78 points and Nigeria by 79 points; in \u2018<strong>Resolving Insolvency\u2019<\/strong>, Sierra Leone also outpaced Ghana, Liberia and Nigeria.<\/p>\n<p style=\"text-align: justify;\">Sierra Leone\u2019s weakest points, relative to Ghana, Lesotho and its two neighbours- Guinea and Liberia- are in \u2018<strong>Getting Electricity, \u2018Getting Credit\u2019 and in Registering Property\u2019<\/strong>. While it ranks slightly better than Liberia by 2 points in \u2018<strong>Getting Electricity and Registering of Property<\/strong>\u2019; it is underperformed relative to Guinea in those two categories by 19 and 13 points respectively.<\/p>\n<p style=\"text-align: justify;\">In \u2018<strong>Paying Taxes\u2019<\/strong>, Sierra Leone also compares relatively better than Cote D\u2019Ivoire, Guinea, Liberia, Nigeria and Senegal much as it does better than Ghana, Liberia, Guinea, and Nigeria in \u2018<strong>Trading Across Border\u2019.<\/strong><\/p>\n<p style=\"text-align: justify;\">In the year on progression, Sierra Leone maintains it 2015 score on the \u2018<strong>Enforcing Contract<\/strong>\u00a0and \u2018<strong>Resolving Insolvency\u2019<\/strong>\u00a0categories but while it records only a point drop in five of the indicators; it also loses 5 points in the \u2018Starting a Business\u2019 categories, two in the \u2018<strong>Getting a Credit\u2019<\/strong>\u00a0and three in the \u2018<strong>Registering of Property\u2019<\/strong>\u00a0categories.<\/p>\n<p style=\"text-align: justify;\">Analysts say Sierra Leone\u2019s performance is commendable given the challenges of Ebola and the fall of the price of its main export \u2013 iron ore.
