\u00c2\u00a0Friday, 20th November 2009 at the ECOWAS \u00c2\u00a0Commission in Abuja to consider various measures for \u00c2\u00a0improving the effectiveness of the ECOWAS Commission and Community institutions in delivering on regional \u00c2\u00a0programmes has on Saturday 21 come to an end\u00c2\u00a0 with a proposed draft agenda for the 37<sup>th<\/sup> Ordinary Session of Heads of State and Government scheduled \u00c2\u00a0\u00c2\u00a0to take place in Abuja on 21st December 2009.<\/p>\n<p style=\"text-align: justify;\">Among\u00c2\u00a0 issues \u00c2\u00a0considered at the two-day meeting \u00c2\u00a0were \u00c2\u00a0the report of the preceding meeting of the Administration and Finance Commission which contains the draft 2010 budget for the ECOWAS Commission and institutions of the Community.<\/p>\n<p style=\"text-align: justify;\">Thirteen ministers from different ECOWAS Countries including Sierra Leone&rsquo;s Deputy Finance Minister\u00c2\u00a0 Dr. Richard Conteh \u00c2\u00a0also considered the 2009 annual report of \u00c2\u00a0the President of the Commission, Dr Mohamed Ibn Chambas, which captured the performance of the Commission and \u00c2\u00a0institutions of the Community and the inherent challenges.<\/p>\n<p style=\"text-align: justify;\">The Council, which comprised Ministers responsible for \u00c2\u00a0ECOWAS Affairs in Member States, also considered \u00c2\u00a0various \u00c2\u00a0memoranda, including those related to the ECOWAS Logistics\u00c2\u00a0Facility in Freetown, Sierra Leone.<\/p>\n<p style=\"text-align: justify;\">In addition, the ministers considered \u00c2\u00a0various documents \u00c2\u00a0including the Final Report of the Meeting of Attorney \u00c2\u00a0Generals \u00c2\u00a0and Ministers of Justice which recommended measures \u00c2\u00a0to improve the effectiveness of the ECOWAS Court of Justice.<\/p>\n<p style=\"text-align: justify;\">Also for the consideration of the ministers were \u00c2\u00a0the \u00c2\u00a0recommendations of the 8th Meeting of ECOWAS Ministers of Telecommunications and ICT to improve telecommunications access in the region and the reports of the 3rd Conference of ECOWAS Ministers of Culture and the 10th Assembly of \u00c2\u00a0Health Ministers.<\/p>\n<p style=\"text-align: justify;\">There was also a briefing by the ECOWAS Commission on the various outstanding issues including the status of the negotiation of the Economic Partnership Agreement with the European Union, the status of the monetary cooperation for \u00c2\u00a0the creation of a single regional currency and the ECOWAS\u00c2\u00a0Business Forum.<\/p>\n<p style=\"text-align: justify;\">Other \u00c2\u00a0Sierra Leone Government Representatives were Deputy Director of Budget, budget bureau Ministry of
